Take the lid off the cistern and see if you can see water leaking down a vertical pipe.

It it is then you most likely have a leaking inlet valve/seal somewhere in the fill mechanism

There is no movement within the cistern.

Another question for the OP: are you sure there isn't a trap in the bathroom that has dried out, allowing you to hear water running in the sewer? Do you have a bidet that you never use? Are there funny smells in the bathroom?

A long shot, perhaps, but had a (very quiet, but perceptible) sound of water from the rising main, which goes up the kitchen wall and through a bedroom, and on upwards.
Turns out it was a leak, under our passageway, in the pipe bringing water into the house from the street. As it was under our property, we had to pay for the repairs (480 squid). I think the rules may have changed now, and poss water board pay for repairs, not sure.
So, could it be rising main?
(I'm certainly no expert though).

Possibly someone has said this already. Since we "upgraded" our toilets from the old lever and ball float jobbies to the modern push button flush, they have been nothing but over complicated trouble.

Occasionally the button doesn't pop all the way up and the thing continuously tops up. Try lifting the cistern lid slightly in case one of the buttons is sticking.

I don't know what a trap is :sad:

Could it be a tank in the loft filling? perhaps your heating is over pumping and your hearing the noise of the flow back to the header tank? (if you have an open vent system that is)

That bath that you never use (hence the smell :tongue:). The trap is the u-bend and relies on water to stop smells from the drains from entering the house. If you only use a shower in a separate enclosure then the water in the bath u-bend can dry out allowing sound and smells to pass along the drain pipe and into the house. I had this at Chateaux Skol but luckily the bath drained into a hopper rather than directly into a soil pipe so no smells but a lot of wind noises (no jokes please!) on breezy nights.

Remember the tank in the loft can still be filling 30-40 mins after the last use of water for flushing or a bath
So can you still hear water first thing in the morning BEFORE anyone has used any water ?

I've turned off what I believe is the stopcock. There is now no cold water in either kitchen or bathroom.

Sound is still there...so I've texted the plumber.
