Sounds like @Markymark is right with his ghost theory then.I've turned off what I believe is the stopcock. There is now no cold water in either kitchen or bathroom.
Sound is still there...so I've texted the plumber.

If the cold bath tap or the hot tap runs dry, you've got a big leak. Better turn off the boiler until the plumber has been.
You can't say that! The Euro toilets are supposed to be entirely planet-hugging. Just forget that the eco-flush doesn't actually remove very much from the bowl and that you have to flush it several times to even have a minimal effect. Also, forget that the flap valves often leak, thus pissing away water continuously.Possibly someone has said this already. Since we "upgraded" our toilets from the old lever and ball float jobbies to the modern push button flush, they have been nothing but over complicated trouble.
Occasionally the button doesn't pop all the way up and the thing continuously tops up. Try lifting the cistern lid slightly in case one of the buttons is sticking.

If it is a Lead pipe the waterboard should change it FOC, I'd have thought they'd done em all by now.It's a leaking main lead pipe.
