Specialized Allez derailleur problem

Cross chaining or not - nothing should touch the spokes at any time! It needs seeing too

I agree. That indicates the mech hanger is bent and needs fixing. It makes a very big mess if the derailleur dives in to the spokes.

The angles don’t help but it does look a bit like the derailleur is off-vertical, towards the wheel at the bottom. If it’s clipping the spokes then this would seem to confirm it.
