I think its probably more to do with liability. The photographer continued on under his own volition and risk.

Yeah I'm sure, but that's the kind of world we have created when dealing with the public.

Having dealt with the local Street Works Office that approves construction signs, I bet someone put the wrong sign on the traffic management plan and no one at the SWO looked closely enough to spot it before agreeing to it.

Telling that it's the "Traffic management plan" and not the "Access Management Plan" or similar. It shows who is prioritised.

If a truck drive3r can find a "volunteer" who is not a truck driver are they allowed to double up?

Waiting until I see a delivery truck bringing a new bus shelter in, with the old one being taken out of use whilst the changes are being made. But only if there is a sign saying "Bus stop suspended".
