Might sound like a daft question but, what's the difference between fundraising and generating income?
Not daft at all, I'd like to know it as well, to me they are both the same, bother referring to the amount skimmed off the top, what I would also like to know is if they engage a company £100K for a promised return of £400K which number do they account, £300 or 400K

The figures @Beebo provided are misleading. Probably because the denominator includes all sources of income, including commercial income. If your business model includes having a large commercial subsidiary providing commercial services - such as paid-for events - which themselves generate a profit - it will appear that you spend a lot on admin. And if you invest quite a lot of your income for the long term it could look even higher.
