Isn't york itself quite flat?

Here's a ride taking in at least 4 tough climbs and you can probably squeeze some more in on the way: Warm up from York to Pateley Bridge. Climb Greenhow Hill with its multiple ramps then descend to Grassington, head north up Wharfedale to Buckden then up Langstrothsdale Chase. Climb Fleet Moss from the south side and descend to Hawes (WATCH OUT ON THAT DESCENT!). Have lunch there, then turn round and go back over Fleet Moss from the harder north face. Wipe your lunch off you and your bike after the 25% section at the summit and head back down the way you rode out, as far as Kettlewell. Turn left there and climb the mighty Park Rash, bringing up any residual lunch as you grovel up ... Refuel at the top and find a scenic route back to York!

The immediate area around York is incredibly flat so you're going to have to travel to get to hills. The closest are the Yorkshire Wolds which are about 15km East of York. There are plenty of tough climbs there although not quite as hard of some of the real nightmares elsewhere in Yorkshire. Hard enough though. I'm sure some locals will be along who can give you some specifics for the Wolds.

I did Uncleby Hill in the Wolds on a Glossop to Scarborough ride and I remember it was pretty tough

This is a good link

Having recently moved from York its flat as a pancake. As said above the closest are the Yorkshire Wolds or if you fancy a challenge you can do Garrowby which is on the Tour de Yorkshire route.

The Howardians to the north and the Wolds to the east. Go nuts.

Or a 100-mile loop could include Rosedale Chimney in t'Moors.
