Not my experience, but read this remarkable story earlier, girl caught a seemingly wild axolotl in the River Ogmore near Bridgend while on holiday. Family then cut holiday short to take animal back home with them to Leicester, I can only presume because they knew you aren't supposed to release a non-native animal once caught.

I'm vaguely aware axolotls prefer cooler rather than tropical water from the Brian Barcyzk youtube channel (they have a few in a tank in their Legasea zoo that opened last year after Brian had died of cancer), but I'm not sure just how cold they can tolerate without googling*, making me wonder if it survived over the winter in the river at temperatures just over freezing or whether it has been dumped by a pet owner sometime since spring began.
* Apparently they can tolerate approx 5C as much as they prefer closer to 20C, as long as temp change isn't sudden and water doesn't freeze.
