But she won't have say in when public holidays are held. When i say state i mean elected governments.

Sounds like you probably need a history lesson.

Last Sunday. They don't change until 2am.

Strictly speaking, if you're in the UK you should put your clocks forward an hour when they show 01:00 on the last Sunday in March and back an hour when they (first) show 02:00 on the last Sunday in October.

The years we didn't do it weren't great , well not in Scotland.
Going to school in the dark is my main memory of it.

I remember it well - watching the sun rise from the classroom at 9:45.

Though the problem wasn't that we didn't do summer time - it was that we did summer time all year round.

Anyone I've heard saying we should stop putting the clocks forward/back isn't old enough to remember the years we didn't do it.

It seems a week early to me, but that's only because the 31st is a Saturday.
Always the last Sunday in March.

@Accy cyclist It must have really confused you during the war when we had double summertime....
During the 60's/ 70's there was an experiment with double summertime, only lasted a couple of years.
This took place between 27 October 1968 and 31 October 1971, when there was a reversion to the previous arrangement.
