Every time I see something like that all I think is "how the hell do you not go straight over the bars under heavy braking?".

My usual method for remaining balanced under heavy braking is to lower my centre of gravity by bending my elbows, and move it back by sliding back on the saddle.
This bike looks perfectly adapted to powerful braking.
Dangerous looking bikes are ones where the rider is positioned bolt upright, with the bars set much higher than the saddle.
 
Dropped seat stays are designed to interrupt the shock pathway from the dropouts to the saddle via the seat tube. It’s a good design.

Old enough to know better, too old to care!
The sloping top tube and/or lower seat stay attachment means that the rear triangle is equilateral, increasing rigidity and allowing the use of thinner and therefore lighter tubing.
