Legislation has not kept up with reality. There are plenty of people I see on a daily basis essentially riding mopeds with no number plate or helmet. No to mention all the fires that are often caused by bad chargers.

It isn't the legislation that is at fault here, but rather enforcement of it.
Those things are illegal to use on the road, and no change to legislation can make them more so.

It's not just council estates that the riders, and their bikes come from.I still want to know why we see so few around here
with several counsel estates around you would expect more
we do see some - but compared with some other areas they seemed common
then just went away mostly
They used to deliver to those on the roadworks(you'll note I didn't say working), saving them walking at least 300 yards, there and back.In the city centre it'd take you longer to load the app, pay and wait for someone to deliver then walk into one of the many takeaway shops.
I'd imagine in the city centre delivery is surving on those too lazy to even leave their front door to get something.
Bit hard do when every main exit from the town centre has roadworks on them.Note noted lol. I would expect them to avoid them then if wronged.
They work on throttle only, many sold are sold that way, making them illegal if going over walk assist speed.On two occasions when we walked into Derby on a Tuesday we have come across a Police ambush awaiting an e scooter/bike rider. On one occasion they had several confiscated e scooters in a heap awaiting collection. We don’t see many now just the odd one but there are loads of ‘Just Eat’ orange e bikes about supposed they are legal?
