Would this be better than the Giant TCR

Cannondale CAAD8 105

bought from Evans in 2017 and regularly serviced at a local shop since then. Mileage is quite low - it's done less than 1000 miles and has always been stored inside so no rust or rot anywhere! £450.00

Your advice would be appreciated

To note it's a 2016 model so may well have been an end of line purchase in 2017. Looks a decent spec.

It's not cheap but doesn't seem a complete rip off if everything is tip top and nothing needs replacing.
It has got a pressfit BB like most Cannondales, but it could be fine. Listen for creaks and squeaks when pedalling on test ride.
You might want a wider cassette if you live somewhere hilly, which may necessitate a new rear mech but those aren't too costly. You may want to upgrade to a 105 brakeset too. See if he'll sell for 350-400 so you can upgrade a few bits if needed

It came with 25mm tyres and may not have room for much wider, let alone mudguards

If so the purchase price will soon be a distant memory while you are out having fun and getting fitter.
