Older neighborhoods, built when towns had rules about such things, often have sidewalks on both sides of the street. It is in recent years around here that contractors have gotten so they don't feel like they should be burdened with completing the subdivisions they build. I'm sure, farther west especially, their independence and freedom would be seen as under threat if they had to follow any rules whatsoever concerning zoning, completion of walkways, trails, and other necessities.
